In Area 2 alone, which covers seven counties in the River Valley (Crawford, Sebastian, Logan, Scott, Yale, Johnson, Franklin), there are more than 1200 children in foster care. Sebastian County per capita is the highest in the state of Arkansas and in the top five in the United States.
